Conditions for access to the network

A rail company that wants to operate on the national railway network must have:

a corporate rail license,
a safety certificate,
an insurance certificate,
a national rail network infrastructure use contract signed with Réseau Ferré de France. 
 
Corporate rail license

The corporate rail license is issued in France by a decree from the Minister of Transport. It may also be issued by the competent authority in another European Union member state.

The license request file must state that the railway company has the necessary professional capacities.
 
Safety certificate

The safety certificate is issued by the EPSF (Public Establishment for Railway Safety) and includes two parts, parts A and B.

Part A concerns safety organisation and the safety management system used by the railway company.
This part of the safety certificate is automatic for any railway company that already has a safety certificate for equivalent transport activities in another European Union member state.

Part B concerns the respect for technical and safety rules for the requested services and lines.
 
Insurance certificate

This insurance policy must cover damage that the railway company could inflict upon its customers, upon Réseau Ferré de France, upon the staff working on the network, on other network users, and on third parties.
 
Infrastructure use contract

Any use of the national rail network infrastructure for the operation of a transport service is subject to the signature, by Réseau Ferré de France and the railway company, of the infrastructure use contract.

Who can operate on the network?

The national railway network is accessible to rail companies and to international rail company groups under certain conditions, which you will find detailed in the National rail network reference document, chapter 2.

BO after 2007

A partir de septembre 2008 toutes les versions fac-similées sont téléchargeables dans un format PDF sécurisé. Le jour de leur publication, les numéros du bulletin officiel sont systématiquement signés électroniquement par un agent de RFF ayant reçu un mandat déposé au greffe du tribunal de commerce de Paris. La date de leur mise en ligne est automatiquement tracée par un serveur synchronisé avec une source de temps fiable. Le procédé ainsi utilisé garantit la datation et l’intégrité du contenu du bulletin officiel de RFF.
A l’occasion de la mise en ligne de la nouvelle version du site de RFF, des copies conformes au format PDF de tous les numéros du bulletin officiel de RFF antérieurs à septembre 2008 ont été signées par le même procédé à la date du 28 août 2008 afin de faciliter l’accès du public à ces documents tout en garantissant leur authenticité.
