Making the network accessible to all means enabling everyone to move easily in the same conditions of safety, reliability and comfort.
One of the daily concerns of Réseau Ferré de France therefore consists of improving the frequency, accessibility and interchanges of the network with town planning.

reinforcing the accessibility of regions
Réseau Ferré de France has a central position in the rail transport chain. Our vocation is to host an increasing part of travel, while ensuring harmony between the various users of the network (long distance, high speed, freight, daily travel, local, national and European scale).
Our priority for improving rail performance thus relies on taking account of the mix and diversity of requirements in terms of mobility. This objective implies in particular the reinforcement of the accessibility of regions and the time phasing of timetables.
Time phasing: for clearer timetables and a better use of the network
The time phasing of timetables consists in offering customers of the rail network regular trains and good connections. It forms part of a mobility policy directed towards the continuity of service, the frequency and reliability of journey times and the consistency of the transport multi-modal chain.Launched in December 2007 in the Rhône-Alpes region, time phasing continued its deployment in 2009, mainly in the regions of Aquitaine, Burgundy, Île-de-France, Normandy and Provence-Alpes-Côte d’Azur. Throughout France, it has been visible these last few years through a high increase in regional train traffic and use.
Following on from this success, Réseau Ferré de France intends to pursue its efforts to increase the traffic potential and satisfy the diversity of demands for transport.

Accessibility for all
Persons with reduced mobility (PMR) represent a significant part of rail transport customers. Committed to a better social integration of this fragile part of the population, Réseau Ferré de France is determined to offer an accessible network. We are therefore implementing a programme of actions to improve the access to trains for a greater number of people, concentrating our efforts on:
Access to platforms with ramps, lifts and movable platforms
Platform equipment, for instance with tactile paving surfaces
The platform-train interface to remove the height difference
Réseau Ferré de France intends to uphold its commitments in terms of accessibility and is implementing an initial investment programme of 600 million Euro by 2015.

Combining town planning and rail network
The rail network depends on the regions and social and economic changes in our country. Rail projects must therefore be designed in accordance with urban projects in order to be able to fully contribute to the quality of life in regions.
This is why Réseau Ferré de France has begun extensive work to renew its analysis and means for action in the area of regional development. The principle of ’urban planning turned towards the railways’ is thus progressively being affirmed, leading to regional communities and Réseau Ferré de France working together on a common urban vision.
This is an opportunity to highlight the many railway networks, which radiate from all large French towns, and to think about the most efficient ways of making them available to millions of French people.
